First, bake cupcakes and wait to frost. Place florist’s foam in the base of a 6-inch pot. Stick wooden skewers into the foam, then set a small foam ball into the pot, firmly setting it on the skewers. Attach unfrosted cupcakes to the ball using cut wooden skewers. (Use two skewers per cupcake so they don’t twist.) Tuck green tissue paper between the cupcakes. Pipe a frosting swirl on each cupcake, starting in the center and spiraling out.
